Our Company

Bollard Acoustical Consultants (BAC) was founded in 2008 with a simple objective: to provide clear, practical, and technically sound acoustical engineering solutions tailored to the needs of each project.

From the outset, BAC focused on combining rigorous analysis with an understanding of how noise and vibration issues affect real places, real people, and real design decisions.

Over time, the firm has grown into a trusted acoustical consulting partner for architects, planners, developers, engineers, and public agencies throughout California and beyond. Today, BAC brings more than 60 years of collective experience in acoustical engineering, with expertise spanning environmental noise and vibration, CEQA and NEPA compliance, and architectural acoustics for the built environment.

BAC’s environmental acoustics practice supports planning firms and municipalities through all phases of project entitlement and environmental review, including preparation of defensible noise and vibration studies for EIRs, EISs, and technical memoranda. In parallel, our architectural acoustics work is deeply integrated into the design process, helping project teams achieve high levels of acoustic comfort, privacy, and performance across a wide range of building types — from high-end custom residences and multi-family housing to hospitality, educational, and commercial projects.

President

Paul Bollard

Paul is the President and founder of Bollard Acoustical Consultants, Inc. (BAC) and has dedicated his professional career exclusively to the practice of acoustics, vibration, and noise control engineering. He holds a Bachelor of Science in Mechanical Engineering from California State University, Sacramento, and brings decades of experience to a wide range of environmental and architectural acoustics challenges.

Throughout his career, Paul has provided consulting services on thousands of projects involving noise and vibration analysis, regulatory compliance, and building acoustics design. He is a Board-Certified Member of the Institute of Noise Control Engineering (INCE-USE) and is widely experienced in applying both technical rigor and practical judgement to complex acoustical issues across the public and private sectors.

Paul lives in Auburn, California, with his wife, Diane, and has three children. In his limited spare time, Paul enjoys biking, golfing, and playing the guitar.

Vice President

Dario Gotchet

Dario joined the BAC team in 2015, bringing a strong background in natural resource management and environmental planning. He holds a Bachelor of Science with a focus in natural resource management from California State University, Chico. Following his undergraduate studies, Dario relocated to the Lake Tahoe Basin, where he spent over a decade working with state government agencies on resource management and environmental planning initiatives.

Dario developed his expertise in acoustics at a bi-state agency in the Lake Tahoe Basin, where his work focused on environmental noise monitoring, regulatory compliance, and policy development. At BAC, he specializes in environmental noise and vibration analysis and has authored hundreds of technical reports in this field, including numerous documents prepared in compliance with the California Environmental Quality Act (CEQA).

Dario is a Board-Elected Member of the Institute of Noise Control Engineering (INCE-USA). He currently resides in Bend, Oregon, where he enjoys mountain biking, backpacking, and spending time outdoors with his family and friends.

Vice President

Don Bollard

Don holds a Bachelor of Science in Mechanical Engineering from Santa Clara University, where he developed a strong foundation in building systems and engineering principles. Before joining BAC, he worked in project management roles supporting high-end residential and commercial projects, gaining firsthand experience with design and construction processes that shape building performance.

Drawing on this background, Don brings a practical, design-focused perspective to acoustical consulting, with an emphasis on how sound and vibration impact the comfort of a built environment. At BAC, he specializes in architectural acoustics and vibration control for custom residences, hospitality, educational, and commercial projects, collaborating closely with architects, owners, and builders to develop acoustical solutions that align with both performance goals and architectural intent.

Don resides in Auburn, California, with his wife and son. Outside of work, he can be found on the golf course or skiing.

Technician

Justin Reynolds

Justin has been an integral member of the BAC team for eight years and serves as the firm’s primary field technician. He supports all projects by overseeing field operations and ensuring that noise and vibration data collection is performed accurately, consistently, and in accordance with industry standards.

Justin’s role frequently requires real-time problem-solving in the field, where site conditions, access constraints, or unanticipated circumstances require thoughtful adjustments to monitoring locations and methodologies. His attention to detail and sound decision-making help protect the integrity and reliability of the data used in BAC’s analyses and reports.

Justin lives in Citrus Heights, California, with his wife and dog. In his free time, he enjoys fishing and grilling on his barbecue.
